how to play competitive low level?

I saw the low level player playing competitive, does anyone know how to do it?

In CSGO if you're lobbied with 5 friends you can play outside of the +/- X rank threshold , maybe it's something similar to that. There were/are bots you can purchase that allow you to lobby 4 bots and yourself - effectively leveling 5 accounts at the same rate as 1.
