    错误可能你是装了 VS buildtools 引起的，先win+R 输入 appwiz.cpl 卸载 VS BuildTools 没有更好
    然后去注册表
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy
    将 Enable 设置为0

    OK 还是中国人靠谱，身在国外，心系祖国！
